Burnham pledges evidence based EU free movement vote after 2029 election
The Prime Minister told the Sunday Times that any vote on returning to EU movement rules must wait until after the next general election.

A general election expected by 2029 serves as the earliest deadline for a potential UK vote on returning to free movement with the European Union. Prime Minister Andy Burnham stated in an interview with the Sunday Times that this timeline allows for a factual and evidence-based debate on the issue.
Burnham has previously outlined a range of options for a new relationship with Brussels. These include a full return to the EU, joining the single market, or entering a customs union. Each of these paths requires the UK to accept certain EU rules and would likely involve some form of free movement.
The Prime Minister acknowledged that free movement presented significant challenges in the past. However, he argued that migration patterns have shifted over the last decade. He described the old model as 'revolving door migration,' where individuals would move to the UK and then return to Europe. He suggested this specific pattern is no longer the dominant trend.
Burnham also highlighted the benefits free movement provided to British citizens. He noted that young people particularly gained from the opportunity to live in Europe. This reciprocal advantage formed part of his argument for re-evaluating the current policy.
The 2024 Labour manifesto contained red lines against returning to free movement, joining the single market, or forming a customs union. Because Burnham has committed to these prior pledges, any fundamental shift in policy is unlikely to occur before the next general election. The next scheduled vote on this matter will follow that 2029 election date.
Burnham will meet with EU leaders at a summit in Brussels on November 20. This meeting provides a setting for further discussions on the future of the bilateral relationship and the potential for a new deal.
