Prosecutors in Okinawa have formally indicted a 20-year-old US Marine for the murder and robbery of a Japanese woman, a move that has intensified diplomatic friction between the two nations. The indictment, filed on suspicion of killing Anna Yagi, 39, marks a formal step up from the initial arrest of Devin Jacob Ballard, who was stationed at Marine Corps Air Station Futenma.
The charges allege that Ballard strangled Yagi with a telephone cord inside a hotel in Naha, the prefectural capital. Investigators say the crime occurred on October 3. According to the indictment document, the suspect then stole Yagi’s backpack and wallet before leaving the scene. Security footage from the hotel reportedly shows a man matching Ballard’s description entering the building with the victim and exiting alone with her personal items.
Ballard has denied the allegations during his detention. However, investigators told Asahi Shimbun and Kyodo News that he made statements indicating some level of involvement in the incident. The Marine Corps announced earlier this month that it is actively cooperating with Japanese authorities and extended condolences to the victim’s family following the report of serious criminal actions by one of its personnel.
Prime Minister Sanae Takaichi reacted swiftly to the news, describing the act as brutal and heinous. Her government has registered a strong protest with the United States, demanding strict disciplinary action against the service members involved. She also called for thorough measures to prevent similar incidents from recurring in the future.
The case has drawn sharp criticism from local officials. Okinawa Governor Genta Koja stated that the prefecture has repeatedly asked the US to take preventive action. He characterized the alleged crime as evidence of a lack of discipline within the stationed forces. This incident adds to a pattern of crimes involving US military personnel in the region.
Okinawa hosts approximately 55,000 US soldiers, representing the highest concentration of American troops in Japan. The heavy military presence has long been a source of tension. In 2024, four sexual assault cases involving US troops were recorded in the prefecture. One of those cases involved Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl.
Public anger was visible in the streets earlier this month, with roughly 100 demonstrators gathering in both Naha and Tokyo. The 1995 abduction, beating, and rape of a 12-year-old girl remains the most prominent historical incident, having sparked the largest protests to date. In 2025, Marine Lance Cpl. Jamel Clayton was sentenced to seven years in prison for the sexual assault of a woman.
